We use WhatsApp for most of our communication. Official communication is shared in our Waterfalls Estates WhatsApp Community. Only the Estate Management can post information directly to the whole community and it is limited to information that is of general interest to the estate. The Estate Management


Most utilities and services in the Estate are provided by Waterfalls Property Management Ltd (WPM) which is owned and operated by the Developer.  WPM's mandate is governed by a Deed of Adherence that is attached to all properties in the estate. Accordingly, WPM provides water supply, 24/7 security, and general maintenance, cleaning and gardening services to all public spaces including the guard houses and internal road network.

Residents


All properties in the estate governed by a Deed of Adherence that forms a legal framework giving equal rights and obligations all property owners. Accordingly, the property owners shall appoint a Property Manager to manage the communal interests of the estate. The Property Manager provides water supply, adequate security, and general maintenance of the estate against a monthly levy.


Access to the Estate

Waterfalls Estates is a private, gated community and access is restricted to owners, residents and authorized visitors. There are two gates to the Estates, the Main Gate and the Secondary Gate. Residents and property owners are issued with a gate sticker that is attached to the car windscreen and allows the vehicle and its passengers uninterrupted through both gates. Visitors must report at the main gate and will only be allowed access if they are authorized by a resident or property owner.

Water Supply

The estate is serviced by a local water reticulation system. The system governed by Lusaka Water Supply and Sanitation Company but the day-to-day maintenance and water supply is provided by the Property Manager. Each property has a water take-off point that is integrated in the perimeter wall towards the roadside of the property. The water reticulation system is a communal utility that is managed and maintained by the Property Manager. The pipework that run inside the perimeter walls belongs to respective property. Hence, any faults downstream from the take-off point is the responsibility of respective property owner.


The water is pumped from boreholes within the estates. The borehole pumps run off of a hybrid system that is powered by ZESCO and a local solar plant located on top of our main entrance gate. We are very fortunate to have very good boreholes, and our pumps and reticulation system all meet the very highest quality standards. As long as the sun shines and/or ZESCO provides power, the estate benefits from a very reliable water supply. Unfortunately, the system has a limited storage capacity. Hence, outside of daylight hours, the water supply comes and goes with the ZESCO supply schedule. 


Electrical Supply

Each property is serviced with electricity through overhead ZESCO lines that typically runs along the rear perimeter of the property. While the electrical distribution system is supplied and installed by the developer, it is handed over to and maintained by ZESCO. Hence, any faults in the electrical supply must be reported to ZESCO.  


Security

Waterfalls Estates is a gated community. There are three cornerstones in the security setup:

- A perimeter wall fence with razor wire runs all along the perimeter of the estate.

- A security firm provides 24/7 guards that monitor entries though the gates as well as patrol the interior and exterior surroundings.

- Neighbours all help out to keep an eye on and report suspicious visitors and behaviours.


Solid waste removal

Solid waste removal is provided by an external service provider that is appointed by Chongwe Municipal Council and may change from time to time. It is mandatory for all residents to subscribe to their services and pay their monthly levy. Enquire in the Community WhatsApp group for the latest contact details.


Rules and Regulations

Waterfalls Estates is shared between many residents and property owners. While we prefer to trust everyone's judgement, there are indeed some Rules and Regulations in force to ensure all residents can co-exist in peaceful and pleasant manner. We try to keep the regulations reasonable and limited and expect everyone to conform in good faith. The Rules and Regulations are updated from time to time - the current version is found here.     

Owners

As a property owner in Waterfalls Estates, you are the primary beneficiary and flag bearer of our community. The overarching principle is to develop and maintain Waterfalls Estates as a prime residential housing estate. Whether the property is your primary residence, a financial investment or anything in between - you are all responsible to act in the long-term interest of the estate.


The legal framework for the estate is made up of the following documents:


Deed of Adherence (sample - all property owners have signed on to substantially the same document)

Service Contract (sample - all property owners have signed on to substantially the same document)

Architectural Guidelines


Access to the Estate

To get access to the Estates, Property Owners should fill in a Gate Access Form stating names and phone numbers of themselves and any additional permanent residents of their property (e.g. family members, tenants etc.). Permanent residents have uninterrupted access through the gates and can authorize access to visitors either by registering them as visitors in the Gate Access Form or personally on a case-by-case basis.


The Gate Access Form can be downloaded here. Once filled in, the form should be sent to Waterfalls Property Management in either electronic or hard-copy form. 


Construction work requirement

Before you undertake any construction works on your property, your plans must be approved by the Property Manager in accordance with the Architectural Guidelines. You must also acquire a building permit from Chongwe Municipal Council (CMC). We are happy to assess your plans based on an electronic copy, but we need hard copies for the formal approval. When you come to this stage, you need to print one extra drawing set for us to keep on top of all the copies you need to file with CMC. Bring all copies to us for approval stamping. Will keep one approved, complete hard copy drawing set for our records and return the remaining copies to you for your further processing with CMC. That way, once the drawings are approved by CMC, they will be fully stamped and endorsed by both us and CMC. 


Workers access to the Site

If you engage external contractors to build your house, they must at all times obey the architectural guidelines and any other instructions from the Property Manager. In particular, you need to register all individuals who need access through the gate using the Contractor Engagement - Gate Access form. Once filled in, the form should be sent to Waterfalls Property Management in either electronic or hard-copy form. Please note that works are only allowed during daylight hours and that no workers may stay or camp inside the estate outside of daylight hours. Also please note that the property owner will be held responsible for any damages, theft or other problems that the contractors may cause.
